Info: Our guests are two former parliamentarians, one for the U.S. House of Representatives and the other for the British House of Commons. Together they have written a book comparing and contrasting the two bodies. It’s called "Parliament & Congress: Representation & Scrutiny in the Twenty-First Century." William McKay worked for 41 years in the Clerk’s office of the House of Commons. For four years, from 1998 to 2002, he was the Clerk of the House, a position similar to the U.S. House Parliamentarian. Since then, he has been an observer at the Council of the Law Society of Scotland. Charles Johnson came to the U.S. House of Representatives Office of the Parliamentarian in 1964. After almost 20 years as Deputy Parliamentarian, he spent ten years as the House Parliamentarian (1994-2004). In this program, the two men talk about the rules of their respective bodies, their jobs as parliamentarians, and tell stories of times where their rulings were instrumental to the working of their legislative bodies.
